Dear Mr. Robinson,

Mr. Baker and I have read the draft Einutes on

the Opium Conference which took place at the Colonial

Office the other day and we concur in them except Bo

far as regards the final paragraph. The only suggestion!

we have to make concerning the rest of the Minutes is that

a sentence might be added at the end of the last complete!

paragraph on the second page to the effect that the in-

portation of Opium otherwise than as provided for could

be prohibited under Section 43 of the Customs Lawe

Consolidation Act, 1876.

In regard to the last paragraph, however, Mr.

Baker concure with me in the view that the Conference

should give as their main reason for the issue of an

Order under the Defence of the Realm Regulations the

necessity for preventing evasion of the existing

prohibition of Export of Opium. This Prohibition has

been
